Tether, a leading company in the digital asset sector and issuer of the world’s most widely used stablecoin, has signed a Memorandum of Understanding (MoU) with the government of the Republic of Guinea. This collaboration seeks to explore blockchain and peer-to-peer technologies with the aim of fostering economic growth and positioning Guinea as a key player in Africa’s digital transformation.
A core focus of the MoU is education, innovation, and sustainable technology practices, alongside facilitating the transfer of international expertise to Guinea. A significant component of this initiative is the potential development of blockchain education in partnership with the Cité des Sciences et de l’Innovation de Guinée (City of Science and Innovation of Guinea). Educational programmes will be introduced across both the public and private sectors to raise awareness, build skills, and cultivate local talent in digital technologies.
Tether’s involvement also extends to supporting Guinea’s “Innovation City” project, an initiative aimed at strengthening the country’s position in the digital economy by creating a hub for technology, research, and entrepreneurship. These efforts align with the government’s broader objectives of fostering economic growth and technological advancement.
The MoU builds on Tether’s history of collaboration with governments and institutions to encourage responsible blockchain adoption. Tether has been actively engaged in initiatives such as the Plan ₿ Forum in Lugano, Switzerland, and has driven digital asset education in Türkiye, developed blockchain and peer-to-peer telecommunication infrastructure in Uzbekistan, and promoted Bitcoin and stablecoin education in the Ras Al Khaimah region.
Paolo Ardoino, CEO of Tether, commented: “We are delighted to collaborate with the Republic of Guinea to explore the potential of blockchain and digital technologies across Africa. This MoU reflects our commitment to helping countries build resilient digital economies. Together, we aim to implement effective blockchain solutions that benefit both public and private sectors, supporting economic growth and establishing Guinea as a leader in technological innovation.”
M. Djiba Diakité, Minister and Chief of Staff of the Presidency of the Republic of Guinea, stated: “The signing of this MoU marks a major strategic step forward in our pursuit of an inclusive and sustainable digital transformation. By integrating cutting-edge technologies such as blockchain and peer-to-peer solutions, we are reinforcing our commitment to positioning Guinea among Africa’s innovation leaders through our Simandou 2040 programme. This initiative provides our young people with the necessary tools to navigate global challenges and capitalise on opportunities in the digital world. It represents a decisive step towards technological sovereignty and Guinea’s influence on the international stage.”
M. Alpha Bacar Barry, Minister of Higher Education, Scientific Research, and Innovation, added: “This agreement represents a significant milestone in our ambition to position Guinea at the forefront of technological innovation in Africa. It will allow us to strengthen our educational and scientific infrastructure while equipping young people with the skills required to thrive in the global digital economy.”
Pr Abdoulaye Baniré Diallo, Project Coordinator at Cité des Sciences et de l’Innovation de Guinée, commented: “This MoU with Tether serves as a strategic mechanism to accelerate the integration of blockchain and peer-to-peer technologies within our educational and technological ecosystem. It lays the foundation for a robust technical framework that fosters local skill development, encourages innovative solutions, and supports the creation of an inclusive and sustainable digital economy in Guinea.”
